This is a draft of the letter I had to write as part of my application for permanent residency. I was advised that this letter was acceptable by Canada Immigration by our Lawyer.

DECLARATION OF PROFICIENCY IN ENGLISH
This Declaration is to provide evidence of my proficiency in English

I first started learning English at school in the United Kingdom in ????. I was born and grew up in the United Kingdom, English is my primary language.

I learnt English at both Primary and Secondary schools.

I have worked within the Your Info Here since I was 17. I started as a Your Info Here and for the last 14 years I have worked as a Your Info Here My primary role for the last 14 years has been working at customer sites training their operators how to use our equipment.

I am currently working as Your Info Here and arrived in Canada on the 23rd September 2008. I started working for my present employer here in Canada on the 6th October 2008.

I believe that I am proficient in the English language. If you require any further information, please contact me.

JGK has kindly informed us that as of 26 June 2010 the IELTS test became compulsory for all applications, so I'm unstickying this.
