From context, it looks as if they intend an em-dash or an en-dash with the first, and clearly the second's meant to be an apostrophe.

I couldn't find either in my character map, so I tried doing a lookup at unicodemap.org. It gave 0096 as:

Helpful, eh? But it did give them as HTML codes 150 and 146 respectively, so let's see what they do:
