Given the circumstances, you should perhaps consider finding a cowboy who'll lay turf over anything, without cutlivating.

Want a cosmetic fix? Buy turf, lay it over anything, arrange to have it watered daily.
Don't even think about re-seeding. You won't have decent grass until next May.
