I was wondering if I can buy land in Malta as my primary residence (installing a prefab or something like that) under Ordinary Residence permit.

As an EU citizen, you have (almost) the same rights as a Maltese citizen to buy property/land. Whether you can do anything with the land is up to MEPA (the planning authorities), but presumably an empty plot of land cannot be considered as a residence. I also presume a prefab unit would require planning permission.

Basically, any EU citizen can buy one property in Malta for their primary residence. If lived here for 5 years plus, can buy any number. If non resident, need an AIP permit.

I presume the same applies for land, but it may depend on the authorised land usage for the site.
