Hi Chaz

Welcome to the British Expat forum. I've shifted this topic as it didn't belong on the "Where to live in Malta or Gozo" board.

Are you a member of any pensioners' group? They campaign for pensioners' rights and for parity of treatment on such issues as Heating Allowance. See our page here for contact details:

my understanding is - if you were claiming it in the UK and then move to Malta, you continue to get it, but if you move to Malta before claiming it you can't then claim it.

Heating Allowance

Postby maryanne* » Sun 25 Jan 2009 19:03 GMT

Hi Chaz,

As Mark sayes it all depends when you leave the UK One of you must have claimed your pension before you leave. When we left the UK I could claim my pension in July but we hung on till Sept because I had to be resident in the UK till the 15th Sept, but when you claim your pension they should send you the details that tell you the dates you need to be in the UK to claim it.

in particular,

I live abroad. Can I claim?

If you qualified for a Winter Fuel Payment in Great Britain or Northern Ireland before moving to another EEA country or Switzerland, you may still be able to continue receiving payments while living in that country.

If you live in another EEA country or Switzerland, you cannot receive a Winter Fuel Payment if for example any of the following apply:

You are under 60;
You did not qualify for a Winter Fuel Payment before leaving the UK;
You permanently left the UK before 5 January 1998;
You normally live outside the EEA or Switzerland; or
You normally live in the UK (but you can still receive payments as a UK resident)
You are in custody under sentence.
People claiming Winter Fuel Payments as residents in another EEA country or Switzerland can be turned down if they were in custody under sentence during the relevant qualifying week. This exclusion only applies to the qualifying weeks for the years from 2000/01 onwards.

Thanks Dave - I read the UK government is looking at ways of not paying this out to those living overseas.

Could explain the very limited time to apply and lack of advertisement.

Thanks, Dave. After reading your post I told my husband and he managed to send in his application before 31 March. The relevant department actually telephoned him here in Malta (!!!) to check his bank account number and told him he would now receive his winter fuel allowance. We were most impressed.

As expected, it is changing.

"People living in hot countries will no longer be able to claim winter fuel payments from autumn 2015, chancellor George Osborne has announced in the Government's Spending Review"

"from 2015 the payments will be linked to a temperature test. Those living in a country with an average winter temperature higher than the warmest region of the UK will no longer receive it. "

Following my post in April saying that Terry had been telephoned and TOLD he WOULD receive his fuel allowance, I should have added that about two weeks ago he received a rather abrupt letter saying he was NOT allowed it!!!

What was all that about??
