Mark or anyone else that can answer this one, I have read the government website from a link provided by Mark regarding non-contributory OAP/seniors government pension but cant find anything that clearly defines 'eligibility'

OK, the application form talks about income must not be over 23k - however does one have to be OR or PR or a length of time residing in Malta to qualify?

The government website states pension is 78 euro's per week per person over 65, so a couple would likely get 156 euro's + any social welfare top up's

typically, eligibility to state pensions is dependent on paying sufficient years of social security contributions in Malta - from memory its 10-15 years to get even part eligibility, and something like 30-40 years for full eligibility.

it took me forever to find again. Found it under the social security tab.

when you open the link you may get an error (ignore it) click on the social security tab then on non contributory pensions. You'll see the info below as well as a click to the application form

Non Contributory Age Pension
Information on Old Age Pension

Overview

Persons who attain retirement age may become eligible to an Age Pension.


Eligibility

Applicant satisfies the Capital Resource Test and Means Test. Capital Resources must not exceed €23,300 in the case of a married couple or €14,000 in other cases.


Procedure

In order to apply for the Age Pension, the person must fill in the prescribed application form (PA 2), which can be obtained from any local Social Security District Office. Once completed, the form must be returned to the same office.


Documents Required

Recent bank statements of all bank accounts showing clearly their rates of interest.
Recent statements of any funds / stocks / shares
If any, recent Foreign Pension chits
Rent receipt book showing all landlord's details together with his / her signature


Back office process

Once a claim is received, it is verified and income tests are carried out to establish whether the applicant is entitled to benefit or not. When payment is due, the claim is referred for payment and the claimant is informed of the details of payment. When the claim is rejected, the claimant is informed accordingly in writing.

1. What is the rate of the Old Age Pension?

The applicable rates for the Old Age Pension are as follows:

A person who qualifies for the Old Age Pension and has got his spouse married who is under the age of sixty (60), he / she will be entitled to one qualify. The rate for one qualify is of €78.02.
When a person and spouse married are both over the age of sixty (60), they will be entitled for both qualify. The rate for both qualify is of €61.04. Persons eligible for the Old Age Pension may also qualify for part of difference of Social Assistance. Weekly means are deducted from the applicable rate. These rates are increased by an Additional Bonus of €3.12 per week or, €1.56 each in the case of a married couple when both qualify. A bonus of €135.10 is also payable every six months.

it says capital of 23k not income

my thoughts on this - if you are residing in Malta under self sufficiency OR, you are declaring you have enough to live on, so exclude yourself from this pension
