This is a very curious story. They know that one of them committed the crimes - but they can't prove which one.

I suppose it was bound to arise sooner or later.

I really can't see that they have any alternative but to bite the bullet and pay for the more sophisticated DNA test. Otherwise, they're giving identical twins licence to commit all sorts of crimes: "We know it was at least one of you, but we can't afford to prove which of you it was, so we'll have to set you both free because the presumption of innocence won't let us bang you both up."

At least now they have the possibility of drawing a distinction - which didn't exist when either only less sophisticated DNA tests were available, or there weren't any at all.

Difficult indeed, they do have to spend the money and get to the bottom of it otherwise the door is open for reasonable doubt and the guilty one will go free.
