Childs passport born in France to Brit parents.

My daughter was born in France in 2008. I am british so is the mother although I now live in England.Can she have a british passport and where do I apply?
Also her mother is marrying a French man and wants to wait to get a passport until they've tied the knot. Is this suspect? does she have an ulterior motive? Will this make overseas travel with my daughter difficult? what should I be aware of?

I am the father on the birth certificate. Any help guys please please please.
